Lot land which is presently used as a municipal streetcar depot is offered to potential investors. This land is located in the city’s elite health-spa/recreation zone. Because of its geographical location, this land has many possibilities for the development of a vacation or health complex or other special service developments.
The transfer of the streetcar depot to different part of the city (provided for in general plan of city development) is a condition for this investment proposal.
Commencement of work on the offered area may only begin after the relocated streetcar depot is up and running.
Goals and Tasks of Investment Proposal
- To convert Evpatoria into a well-known, inviting and popular European city for business men, office workers, sportsmen, artists, scientists and cultural workers who are citizens of Ukraine, the CIS and foreign countries.
- To create European conditions supporting business and trade, conferences, forums, seminars, exhibitions and fairs as well as tourist, cultural, scientific and social exchanges to provide external sources of money and innovation for the city economy.
- To secure and improve transport and communication service.
- To provide comfortable living conditions.
- To ensure service facilities.
- To provide a pleasant vacation and rest site.
- To ensure new jobs in the service field.
Description and Technical Characteristics of the Offered Land, Alternatives for Prospective Development
The offered area on which the streetcar depot is currently located is in the southern part of city on Belinskovo Street, right near the Black Sea coast. To the north the area is bounded by Belinskova Street. To the west the land is bordered by Sanatorium Premorsky. To the east is the marine port. On the south side the area adjoins the Ukrainian Defense Ministry Children’s Clinical Sanatorium which is directly on the shore of the Black sea.
The offered land covers 1,2788 Hectares and is located in a Zone 2 area of land protection.
Base price per square meter of land is 285.23 Hriven in 2004.
Preliminarily it is suggested to use the area for the construction of a complex, possibly including:
- Hotel (5 Stars) with 170 rooms, 14-16 floors with two- and three-person deluxe class rooms;
- An object of special attractiveness, capable of becoming a ‘Calling Card’ for Evpatoria to bring in foreign tourists (such as religious, historical or mythical statues, in a historic style);
- Medical block;
- Indoor sea water pool, winter garden, training/weight room and massage room;
- Heated Pool;
- Springwater fountain room;
- Sauna, beauty and health center;
- Open-air sports grounds;
- Restaurants serving food of different countries on separate floors of the hotel, bar or night-club;
- Internet-cafe;
- Casino;
- Place to entertain and care for children;
- Self-contained boiler room.
By preliminary estimations, the approximate investment amount for the offered alternatives of development on the land is 80 million Hriven or 15 Million USD (estimating the removal of streetcar depot at 103.6 Million Hriven or 19.5 Million USD).
It is expected that the income base will be the complex’s economic activity from a number of resources such as year-round indoor and heated pools available because of the independent boiler. In addition, other income sources include the restaurants, bars, casino, sauna, internet-cafe, excursion services and fees for transportation to the airport and railway or bus stations.

Development of this area into a recreation complex is just one alternative. The Central Department of Investment Policy and Foreign Economic Relations of the City Council is willing to consider alternative projects on the use of this land for recreation development.
Investment Expenditures for the New Streetcar Depot Construction Portion of the Proposal
Construction of the new streetcar depot is planned under the general plan of city development for the industrial zone near the Sputnik 2 residential district.
The approximate area of lot land for this construction is 4.4 Hectares.
The expected capacity of new streetcar depot (taking into account the future development of the city’s tramlines) is 50 wagons with an additional reservation of space for 10 wagons.
The approximate cost of construction of the streetcar depot, in accordance with the project ("Ukrcommun NII Project” Kharkov 1994), will be 23.6 Million Hriven (at current prices), including the following basic items:

Economic Results of the Project and its Social Value
The project’s business portion secures its cost recoupment. In addition, a comprehensive economic effect is achieved. It will take approximately five to seven years from the commencement of operations for the project to recoup its costs.
The project is expected to lead to the creation of 80 permanent and 100 seasonal jobs. A recreation service project that meets world standards will be created, which will have a substantial impact on improving Evpatoria’s image. New funds in the form of taxes and duties will be added to the national and local budgets.
The completed project will allow the provision of hotel services of placing clients in one and two-person deluxe class rooms and providing food, entertainment and other types of services. One of the attractive features of the suggested alternatives is the construction of a seawater indoor pool and a heated pool, allowing yearlong use. |
